About Us

Under the leadership of Executive Director Jill Upson, the Herbert Henderson Office of Minority Affairs serves as a vital advocate and resource for minority populations and underserved communities throughout West Virginia. Director Upson brings dedicated service, strategic vision, and a deep commitment to guiding the office  in its efforts to support individuals and families through targeted programs, policy initiatives, and community partnerships. As Chair of the Martin Luther King, Jr. State Holiday Commission, she also champions initiatives that promote civil rights, education, and unity across the state.

Director Upson and her team have demonstrated a keen focus on listening to community voices, fostering meaningful dialogue, and implementing practical solutions that address systemic challenges while celebrating the rich cultural contributions of West Virginia’s diverse populations. Through proactive outreach, data-driven approaches, and collaborative relationships with state agencies, local leaders, and community organizations, HHOMA works diligently to ensure every West Virginian has the opportunity to thrive.
